A scientific seminar was held at the Faculty of Humanities of the State University of Shirak after M. Nalbandyan. The speaker was Vahe Baghdasaryan, lawyer and lecturer at the Department of History and Law. The topic of the seminar was “Certain Issues of the Relationship Between the President of the Republic of Armenia and the National Assembly in the Light of the 2015 Constitutional Amendments.”

  1. Baghdasaryan presented the changes in the relationship between the President of the Republic of Armenia and the National Assembly under the parliamentary system of governance, simultaneously conducting a comparative analysis with the powers of the President of the Republic under the semi-presidential system.

The speaker noted that, as a result of the 2015 constitutional amendments, the relationship between the President of the Republic of Armenia and the National Assembly has become predominantly ceremonial and formal, while the President’s status and powers in almost all spheres are mainly of a ceremonial nature.

At the end of the seminar, a discussion and question-and-answer session took place.
